Mortar quality can be utterly horrendous or iuit can be like steel.
Either way it causes us aerial fitters grief,so okay hard mortar is what the house needs,knocking cable clips into it makes for difficult times in most cases the nail cant be whacked into its limit so a compromise as to be made
